I think the introduction of the local audit of
expenditure will be a great improvement, and that

It is clear that we must give Mr. Phelips some additional
pay for the extra work entailed. But it does not follow
that we need recoup him in full for the loss of the allowance
from Naval funds, which he would probacly lose in any case.
If on the other hand he loses it as a direct result of our
requiring him to do extra work, we might give him a full
equivalent non-pensionable alloance, having regard to the fact
